I think this is your NL game talking here. In NL, on the river with a scary board, you're more likely to just check / call, especially with a terrifying one like 4 to a straight when you have a set, because you don't want to be raised big, which may even happen on a bluff if they sense weakness. In limit, being bet out a hand that you think but aren't positive is the winner isn't a concern, as pot odds demand a call of a single bet when you have such a hand.
I typically wouldn't 3 bet / cap the river either, but I understand where Fnord is coming from with the reasoning that the guy is low on chips. You see that very often, that they're willing to put their last few dollars in with just about anything.
