c/c there is definitely fine since he's going to be firing pretty much his entire range vs you a large portion of the time. If he wants to try to check it down with AQ/AK, let him. If flop checks through, check the turn. You're not giving up on the pot on the flop unless he just open jams and even then I'm probably curious enough to call. I c/c flop, eval turn, more than likely c/c his eventual shove since he's short as balls.

In general though, I don't like 3bet bluffing stacks with less than 100bb stacks. I'm not 100% sure why, its just that most people that think even a little bit about the game buy in for full and reload. I much prefer calling PF and playing a little postflop poker vs a 60bb stack. It conceals the strength of our hand, and we can let him barrel himself off when we hit our A or T, we can get aggro with a FD, etc. Vs. a 100bb reg I like this as a 3bet, but vs what appears to be a fish I'm just flatting pre.
