1) Obv. there is little value in bluff catching if opp. rarely bluffs. So the trick is to figure out when he's likely bluffing. Some people bluff blank boards and others bluff drawy boards. Some people bluff scare cards and others blanks. With that hard stuff out of the way - I will sometimes check sets/2p on the the river on a drawy board.

2) I often do this OOP in an unraised pot. E.g., if I check the BB and the board looks like it hit a BB special. Obv take care against an aggro in position. I usually make it more like 1/2 pot than 1/3 - and I try to at least SOMETIMES bet a real hand 1/2 pot.
I am more careful in multi-way raised pots, becuase someone usually has something. I think here you have to bet a real amount 3/4 pot or so. I would only do this in position.

The special case of hero EP raise, multiple callers, misses flop is much tougher. I don't think 1/2 pot here gets a whole lot of respect - unless maybe if I'm repping an A and the blinds have checked.
