I agree, play the .05/.10 tables at Stars...You will have 6 buyins before you go bust. With less than 100 dollars in action you can't really expect to be properly funded for any meaningful limit anyway.
The .01/.02 NL tables can be beaten fairly consistently, but it's really slow and boring. Also, the play is so bad there that your game will not be ready for the next level.
I went straight from playing the .05/.10 , $10 max at Pacific to the .50/1.00, $100 max at Pacific and found no appreciable change in my opponents skill level.
