Ammo refers to the chips a play has to play with during the hand. This term is used more often in tournaments where big stacks have a bigger advantage over the smaller stacks.
Example: A player with a big stack has more ammo than a player with a small stack. The big stack can push around the table, forcing more players to fold. This results in that player gaining even MORE ammo.
