Should I have raised on the turn? I might have been able to get $4 more from him but thats if he actually made a pair and would be willing to take it down, i didnt want to raise because i thought there was a possibility in keeping that other person in.

Check/raise the turn, bet the river. Don't count on top pairish hands not checking that board through.

Checking at any point with weak/tight players is pointless; they will check it through most of the time as they tend to lean more toward the calling station plays. You need to save this type of action for the LAGs, so you can hammer them for their stupidity. Basically, you need to use the other players downsides against them.
