I would call it. All draws missed and that line is very "my draw didn't get there, can I have this pot please?" Sometimes he'll have a weirdly played monster (or J9 - boy would that suck) but I think you're +EV against his probable range, which has a lot of missed flush draws and JQ in it.

Checking behind the turn makes the river decision much easier, as the shove will be too big to call, and a lot more hands will try to bluff you after you've shown weakness.

the board is really drawy.... can i really give a free card? If a cooler comes on the river (i.e. diamond, A, 9...) can i really call any reasonable bet?

I don't like checking behind there for the reasons you give. In fact I'd prefer a slightly larger turn bet ($5) which makes it clearer where you stand if he happens to check-raise you, and also a little easier to call a river bluff if he pulls the same crap he did here.
