With an open ended straight draw I have 8 possible outs (4 outs if not open ended) to make the hand but with a 4 flush I have 9 possible outs to complete the hand. How is a straight ranked lower than a flush if the flush will come more often? Should I draw more often to the flush hitting than the straight?

In answer to your second question:

Draw to both as often as you like as long as you're being given the right odds to draw. Gutshots are fine to draw to if you're being given the right odds (It's just you rarely are).

Because they aren't ranked based on the odds of the two cards after the flop making the hand. Open ended or not makes no difference. Drawing five cards from a pack, you are more likely to get a straight than a flush.

I think to simplify, if it hasn't been enough. You have only 4 outs to a inside straight draw and 9 to a flush. Your comparing apples to oranges. All the odds are based on starting with no cards. Not after your hand is almost made. Using your logic, if you have 3 aces you have no outs to a set and 4 outs to quads. So wouldn't it be easier to hit the quads. The outs are not what gives a hand it's strength.
