Minraising is terrible. It gives people odds to call almost anything. Make a strong raise.

Useful when you have the nuts. If they have any hand at all, the average idiot finds it impossible to fold geting 3:1 the call off that street's action alone. Some good players too.

Minraise is useful when you flop the nuts...it will almost always get called. It is also useful as a bluff in certain situations where you know villain will read a min raise as a monster. It is a good tool to have and use with discretion, not as a matter of normal play though.

Minraising someone's cont bet and then potting the turn tends to make poor hands fold and lets people know they can't always cont bet. Use it carefully and against aware opponents.

I dont really like a minraise in an unopened pot in any situation. I do however like the min reraise occasionally when im in position and i sense that theyre fairly weak. This will often times get to check to you on the next street giving you the chance at a free card or to make a play.
