Previously, my strategy had been to only call with pocket 9's, but ive been told its too passive so I have began raising with nines preflop. Opponent has shown to be very loose aggressive, 3betting 7-9 preflop and then max betting the flop several hands ago when i had pocket aces. (no 7, 9 or connectedness either) With a reraise I was unsure of what to do. thoughts?

The fold was probably good, though I'd consider calling for meta-game considerations (if seen folding to reraises...)
Chances are villain has some kind of weak ace, which kill your nines. He might also have one or more hearts, which also kill you.
The c-bet may have been worth it, but I tend to be very willing to let go of suited flops if I've missed altogether. |

Looks pretty good to me. I agree about the metagame coment, but I wouldn't worry about it too much at these limits.
Also, IMO, I don't think that you HAVE to raise 99 preflop. Limping is fine in certain situations. |
