I think that this adds to this thread. I asked for Bax's opinion on the matter over a pokerxfactor and I got this response:
I spent considerable time with the higher-ups at UB and they said they were happy with the legislation as compared to what it could have been. According to them, once Bush signs it, it will not be illegal for us to play poker. It will only be illegal for the banks to facilitate us. There will be 270 days for the banks to cooperate, which will give time for the Banks to “find a solution.” Neteller supposedly has a way around this.
With UB signing new pros, they clearly expect to be in biz.

“Congress passed the UIGE Act of 2006, which covers deposits made by US players to certain types of sites. Our read is that Act covers only sites which offer Sports Betting or Casino type games where you bet against the Site itself.
